Public Art Policy Implementation

Double Bay Public Art Project: Site Location Photo - part of the Expression of Interest Brief for Woollahra Council's first large scale public art project developed through Public Art Policy Implementation in 2007.

Project Summary

Adopted in 2003, the Council’s Cultural Plan highlighted that whilst there was strong evidence of private art collection and widespread participation by residents as artists and audience in cultural activities, there was little public art or a coordinated approach to the development of public art opportunities. A strategic goal of the Cultural Plan was the development of a Public Art Policy ‘that provides a decision making framework for Council’. A coordinated ‘whole of Council’ approach was then undertaken in the development of a Public Art Policy, which was adopted in October 2006. Implementation began in 2007 through the establishment of a Public Art Advisory Committee (PAAC) comprising of Councillors, local residents and staff. PAAC works with key Council staff from across disciplines to develop opportunities that will result in future significant public art works. The first brief for a significant public art work was released in February 2008.

"Cities must trade in cultural cringe for a growing sense of confidence in our distinctiveness. They must try to be somewhere, not anywhere in the extended global sprawl of electronic suburbia. Cities must wilfully believe that the unique combination of events that may fuse here is just as compelling as those that may fuse somewhere else. Cities need to involve their people in making and remaking their own mythology, and create something that is truly unique." Marcus Westbury
